KIGALI, Rwanda — Rwanda is considering taking a stake in the proposed Dangote-backed oil refinery in Lamu, Kenya, opening a potentially significant new chapter in the country's regional investment strategy.
President Paul Kagame said Rwanda would be happy to participate in the planned refinery investment, although he stressed that discussions remain at an early stage and no final investment decision has been announced.
The proposed Lamu refinery is expected to become an important petroleum project for East Africa, with Kenya seeking to position the facility as a regional energy and fuel-supply hub.
For Rwanda, participation could provide a strategic opportunity to strengthen access to refined petroleum products while deepening economic links with Kenya and other East African markets.
A Rwandan investment could also give Kigali greater exposure to a major regional infrastructure project at a time when the country is seeking new investment opportunities and stronger economic integration.
The proposal is still subject to further discussions, meaning the size, structure and timing of any potential Rwandan investment have yet to be determined.
