TRIPOLI — Libya’s UN-backed political process has entered a critical phase after representatives agreed to target the first week of August for finalizing the legal framework needed for presidential and parliamentary elections.

The agreement was reached during the latest meeting of the Smaller Convening, which is working on key elements of the UN-facilitated political roadmap. Participants also agreed on a new mechanism to reach consensus on the chairperson of the High National Elections Commission (HNEC).

Political representatives have already incorporated most agreed points into a draft electoral framework, but several outstanding issues remain. The next round of talks is expected to focus on resolving those remaining disagreements.

The development is significant because Libya’s political division and unresolved electoral rules have repeatedly delayed national elections and prolonged institutional uncertainty.
