BAMAKO, Mali — Mali’s government has approved a new framework governing the transfer of agricultural, rural development and equipment responsibilities from the central state to local authorities.

The measure was adopted during the Council of Ministers meeting on September 30, 2026, chaired by Transition President Assimi Goïta at the Koulouba Palace.

According to the government, the changes follow the restructuring of Mali’s territorial administration and are intended to clarify responsibilities among communes, regions and the District of Bamako.

The Council also approved senior appointments, including Colonel Djibrilla Harouna as Director General of the Société malienne de Transport et de Logistique. Hamidi Diakité was appointed to lead the Société malienne de Patrimoine de l’Eau potable, while economist Amadou Sow was named Director General of the Société malienne de Gestion de l’Eau potable.

The government said the new arrangements are part of ongoing administrative and institutional changes under Mali’s transition authorities.

The September 30 meeting also reviewed preparations for upcoming national and international programmes involving technical education, digital transformation and artificial intelligence, according to the official communiqué.
