FREETOWN, Sierra Leone — Sierra Leone’s constitutional reform debate has entered a new and potentially decisive phase following Parliament’s approval of the Constitution of Sierra Leone (Amendment) Act, 2025 on August 10.

Fresh public pressure is now focused on President Julius Maada Bio, with calls for him to formally assent to the legislation passed by lawmakers. A recent open letter argued that Parliament had completed its constitutional role after debating and voting on the proposed amendments.

The legislation has nevertheless remained controversial. The opposition All People’s Congress (APC) has strongly objected to elements of the reforms, particularly proposed changes to the electoral system.

The proposed changes have generated intense political discussion because they could influence how future presidential and parliamentary elections are conducted ahead of the 2028 elections.

President Bio’s next decision could therefore become an important moment in Sierra Leone’s political reform process, particularly as opposition parties and civil society continue to scrutinise the legislation.

The constitutional debate is expected to remain a major political issue as Sierra Leone moves toward implementation of the approved changes.
